A Crisis Visible to the Naked Eye

Walk through the streets of Accra on a rainy afternoon and the problem announces itself before any statistic can. Gutters overflow not just with water but with plastic — sachets, straws, styrofoam takeaway boxes, and thousands of single-use bags that have nowhere to go. The drains choke. The streets flood. And somewhere in the murky water rushing past homes and market stalls is the accumulated weight of decades of plastic dependency.

Ghana's plastic crisis is not a quiet, invisible threat. It is an emergency written across the landscape of every major Ghanaian city. The country generates approximately 1.1 million tonnes of plastic waste annually, and a staggering 70% of it ends up in the environment — in landfills, rivers, and open burning sites — while only about 5% is formally recycled. Coastal cities like Accra and Cape Coast endure recurring floods directly caused by plastic-clogged waterways and storm drains. The Odaw River, flowing through the infamous Korle Lagoon in Accra — considered one of the most polluted water bodies in the world — carries hundreds of tonnes of plastic into the Atlantic Ocean each year.

The consequences extend beyond the visual. Stagnant water trapped in discarded plastic becomes a breeding ground for mosquitoes, driving up rates of malaria and other waterborne diseases. Open burning of plastic releases toxic dioxins and furans into the air, damaging the respiratory health of communities near landfills. Microplastics have invaded food chains, threatening both marine life and the humans who depend on it. In 2015, floods exacerbated by plastic-clogged drains in Accra contributed to a catastrophic event in which more than 150 people died — a human tragedy with a plastic dimension.

The Policy Shift: From Inertia to Action

For years, Ghana acknowledged the problem while hesitating on bold legislative action. That is now changing with unprecedented speed. In 2023, the government introduced a 5% excise tax on plastic packaging — a signal that economic tools would be deployed to reduce consumption. Then, in June 2025, President John Dramani Mahama made a landmark announcement on World Environment Day: Ghana would ban the importation and production of styrofoam food packaging, with paper and aluminium proposed as alternatives. Around the same time, Minister of Environment Ibrahim Murtala Muhammed announced planned restrictions on the importation of other single-use plastic items, including plastic straws, positioning Ghana's direction firmly within the global movement to eliminate single-use plastics.

The country's Environmental Protection Agency (EPA) has moved from policy conversations to implementation planning. EPA Chief Executive Professor Nana Ama Browne Klutse has described the coming ban as inevitable, urging plastic manufacturers to begin transitioning immediately. The EPA's phased approach is deliberate: the ban will begin in formal institutions where plastic use is most concentrated — airports, supermarkets, and universities — before extending to the informal sector, including street vendors and local markets, within approximately a year.

Ghana is not alone on the continent. Rwanda, Kenya, Tanzania, Uganda, South Africa, and Nigeria have all introduced varying degrees of restrictions on single-use plastics. But Ghana's approach is notable for its ambition, its alignment with the United Nations Sustainable Development Goals, and its stated emphasis on homegrown, locally sourced alternatives. Ghana has also signed up to the Global Plastic Action Partnership, committing to reduce plastic waste by 2030, and was selected as a beneficiary of the End Plastic Pollution International Collaborative (EPPIC), alongside Senegal, Kenya, and South Africa.

The Challenge: Plastic Is Deeply Woven Into Daily Life

Any honest conversation about Ghana's plastic ban must grapple with what plastic actually does for ordinary Ghanaians. The most iconic example is the "pure water" sachet — small, single-use plastic bags of drinking water that are affordable, portable, and, for millions without reliable access to clean tap water, essential. These sachets are ubiquitous, appearing at every roadside, market, and school gate. They are also one of the biggest contributors to Ghana's plastic waste stream.

Beyond water sachets, plastic packaging dominates food markets, transport networks, and retail. It is cheap where alternatives are often more expensive. It is durable in humid conditions. For informal traders and small-scale food vendors who form the backbone of Ghana's economy, a sudden shift away from plastic without viable, affordable alternatives could threaten livelihoods.

The Ghana Plastic Manufacturers' Association has raised concerns, calling for broader consultation and arguing that some plastics — styrofoam in particular — have been mischaracterised. The association points to the economic stake of thousands of workers employed in plastic manufacturing and processing. These are legitimate concerns that a well-designed policy cannot afford to dismiss.

There is also the challenge of enforcement. Ghana's informal sector is vast, and regulation is difficult to enforce at the level of roadside kiosks and open-air markets. Earlier commitments — including a 2025 target for a single-use plastic ban that was set two years prior — have not been fully realised, demonstrating the gap between policy declarations and ground-level implementation.

The Solution: Building a Ghanaian Green Economy

What makes Ghana's current policy moment potentially transformative is the explicit linkage between the plastic ban and local economic opportunity. Rather than framing the ban purely as restriction, Minister Muhammed has championed the potential of Ghanaian ingenuity to fill the gap — pointing to innovations like bamboo straws and cassava-based packaging as evidence that alternatives rooted in local agriculture and creativity are not only possible but emerging.

Ghana is richly endowed with agricultural biomass. Cassava, one of the country's most widely grown staple crops, is emerging as a particularly promising base material for biodegradable packaging. Research across the continent is exploring how cassava biowaste — the peels and residues left after processing — can be converted into bioplastic packaging that degrades within three to six months, a radical contrast with conventional plastics that persist for centuries. Sugarcane bagasse, bamboo, banana leaves, and natural resins offer further possibilities for a packaging ecosystem grounded in West African agriculture.

Ghana has developed a five-year implementation plan to reduce plastic packaging and make sustainable alternatives commercially viable, targeting the country's most waste-heavy sectors: plastic mulch-film, sachet water packaging, and carrier bags. The government's approach also centres Extended Producer Responsibility (EPR) — the principle that companies that bring plastic products to market must share responsibility for their end-of-life management. An EPR framework, properly implemented, can create financial incentives for producers to design products that are easier to collect, recycle, or replace.

Civil society has a powerful role to play. Youth-led organisations like the Ghana Youth Environmental Movement (GYEM) have spent years building public consciousness around plastic pollution, reaching thousands of Ghanaians through clean-ups, dialogues, and advocacy. Grassroots entrepreneurs are converting plastic waste into paving bricks and construction materials, creating livelihoods from waste in communities like Ashaiman in Greater Accra.

The Way Forward

Ghana's plastic ban is neither a simple story of environmental heroism nor an unrealistic imposition on a developing economy. It is a complex and necessary transition that will require coordinated action across government, industry, civil society, and communities. Several principles should guide the path ahead:

Phase carefully, but commit firmly. The EPA's phased approach — starting with formal institutions and moving to the informal sector — is sensible. But each phase must be accompanied by deadlines with real consequences, not aspirational targets that quietly lapse.

Invest in alternatives before banning. A ban without affordable, accessible alternatives shifts burdens rather than solving them. Public and private investment in local biodegradable packaging — including support for cassava-based and bamboo-based enterprises — must accompany, not follow, restrictions on plastic.

Protect the most vulnerable. Policy design must consider the populations most dependent on cheap plastic — particularly low-income consumers who rely on water sachets and affordable plastic packaging for food. Solutions might include subsidised alternatives, community distribution points, or phased timelines for the informal sector backed by genuine support.

Build recycling and waste management infrastructure. Even with a ban on new single-use plastics, the millions of tonnes already in Ghana's environment require systematic collection and processing. Investment in formal recycling infrastructure is not optional — it is a precondition of success.

Learn from Africa's leaders. Rwanda's near-total ban on plastic bags, implemented in 2008, is often cited as a model of bold enforcement combined with public education. Kenya, Tanzania, and others offer lessons in what works and what creates unintended consequences. Ghana need not reinvent the wheel.

Conclusion

Ghana's decision to ban single-use plastics is arriving at a moment of genuine urgency. The rivers are choking, the floods are worsening, the health costs are rising, and the window for gradual change is closing. At the same time, the ban represents more than an environmental measure — it is an invitation to reimagine Ghana's economy, to invest in the ingenuity of Ghanaian farmers, manufacturers, and entrepreneurs, and to build a future where prosperity and environmental health are not in opposition.

The way is difficult. Enforcement will be imperfect, resistance will be real, and the transition will be uneven. But the solution — rooted in local alternatives, phased implementation, community engagement, and sustained political will — is within reach. Ghana has demonstrated before that it can lead on the continent. On the question of plastic, the time to lead is now.
