Financing is only half the story of how Ghana measures up against OECD education systems. The other half is what students actually study, when they are asked to choose a path, and how much room the curriculum leaves for them to change course. Ghana is in the middle of its biggest curriculum overhaul in a generation. Comparing its direction against Finland, Germany, and Singapore shows both real convergence and a few gaps still worth closing.
Ghana's New Curriculum, In Brief
The National Council for Curriculum and Assessment (NaCCA) and the Ghana Education Service (GES) have restructured schooling from Kindergarten through Senior High School under a single Basic School (BS) numbering system, with JHS 1 to 3 now BS 7 to 9 and SHS 1 now BS 10. From JHS through SHS1 (BS 7 to 10), students follow a Common Core Programme of nine subjects: Mathematics, Languages, Science, Religious and Moral Education, Physical Education, Career Technology, Social Studies, Computing, and Creative Arts. From SHS2 (BS 11) onward, students choose either a vocational pathway or a diploma stream in arts, business, or science, sit a Common Core Exam after SHS1, and will eventually take a University Entrance Exam at SHS3 in place of WASSCE.
A deliberate design choice stands out: unlike the previous curriculum, where arts students were barred from major science content, the new system lets SHS learners study both science and arts-related courses simultaneously, so a student's stream no longer locks them out of tertiary options. STEM is also woven across learning areas rather than confined to a single elective block, and Technical and Vocational Education and Training (TVET) enrollment is being pushed toward 190,000 students, with a 55 percent female enrollment target by 2026.
How Finland, Germany, and Singapore Structure the Same Choices
Finland delays hard tracking until after compulsory basic education at around age 16, when students choose between general upper secondary and vocational school. Within general upper secondary, choices such as taking advanced-level mathematics are entirely voluntary and not restricted by grades, ability, or quotas, and students typically complete two-thirds of a broad, multi-subject curriculum as compulsory, filling the rest with electives. Vocational enrollment has climbed from 32 to 42 percent over recent decades, and Finland's tertiary graduates rank among the highest internationally in STEM fields.
Germany tracks students far earlier, sorting them into academic or vocational-leaning school types from around age 10, well ahead of the OECD norm of 15 or 16. What softens the impact of such early sorting is the strength of the destination: Germany's dual-track vocational system combines school-based learning with structured work placements, built on tripartite collaboration between government, employers, and training institutions, and is internationally regarded as a model for turning a vocational track into a genuine career pathway rather than a fallback option.
Singapore built its own vocational and professional education push from 1992 onward, deliberately elevating technical pathways into a popular choice for school leavers rather than a lower-status alternative to academic study, through sustained tripartite investment and employer integration similar in spirit to Germany's model.
Where Ghana Aligns, and Where the Gap Remains
1. Delaying the science/arts split is the right call.
Ghana's decision to let SHS students study both science and arts content, rather than force an early binary choice, mirrors Finland's approach more than Germany's. Early, rigid sorting is associated internationally with reduced equality of opportunity, since track choice tends to reflect family background as much as ability.
2. TVET needs the German and Singaporean ingredient: employer integration.
Ghana's TVET enrollment targets are a meaningful step, but Germany and Singapore's systems work because vocational tracks are co-designed with industry and lead directly into paid apprenticeships. A numerical enrollment target without matching employer partnerships risks producing graduates with credentials but no clear pipeline into work.
3. Elective freedom is still narrower than Finland's model.
Finland leaves roughly a third of the upper-secondary curriculum to genuinely open student choice. Ghana's Common Core Programme is broader than the old system, but subject choice still opens later, at SHS2, and within defined streams rather than an open elective marketplace.
4. STEM integration across subjects, not just STEM schools, is the right instinct.
By weaving STEM concepts into general learning areas rather than isolating them in specialist STEM schools, Ghana's curriculum echoes what OECD data shows works: countries with the highest STEM tertiary enrollment don't necessarily have the most STEM-only institutions, they have STEM embedded earlier and more broadly.
The Bottom Line
Ghana's curriculum reform is not lagging in design so much as in sequencing and infrastructure. The new Common Core Programme, the science-arts flexibility, and the TVET push all point in a direction consistent with what OECD-leading systems already do. What separates Ghana from Finland and Germany at this stage is less the philosophy on paper and more the depth of the ecosystem behind it: teacher capacity to deliver a broader curriculum, employer partnerships to make vocational pathways genuinely competitive with academic ones, and enough elective flexibility that a student's early stream stops functioning as a ceiling. The curriculum has been rewritten. The harder work now is building the system around it.
